The
Upper Peninsula Commission for Area Progress Services, Inc. (UPCAP
Services, Inc.) was established in 1961 by the County Boards of
Commissioners of the 15 counties of Michigan's Upper Peninsula.
It's purpose is to serve the 15 Upper Peninsula counties as a
regional economic and human resource development and planning
organization.
UPCAP Services,
Inc. is a local 501(c)(3) charitable organization. In 1974,
UPCAP Services, Inc. was designated as the Region XI (U.P.) Area
Agency on Aging, whose purpose is to advocate and provide
services to elderly throughout the fifteen (15) counties of the
Upper Peninsula of Michigan.
